Dr. Jeff W. Bernstein
Dr. Jeff Bernstein is the President of Bernstein & Associates, Inc. He is a consulting psychologist who has experience as a police officer and sergeant. He earned a Masters Degree in Human Resource Management and is a licensed Doctor of Psychology, as well as a Certified Assessor and Assessor Trainer. Dr. Bernstein's post-doctoral studies are in the field of Civil Service exams and test preparation. He is a published author of training manuals and articles on test preparation and a member of the American Psychological Association and American Society of Law Enforcement Trainers. His vast experience in the area of test preparation and development has earned him a reputation as one of the leading trainers in the law enforcement field throughout the country from New Jersey to Florida. Dr. Bernstein has represented PBA and FOP lodges throughout the country on Public Safety Test Preparation and is a member of both unions. During his tenure as a police officer, Dr. Bernstein received 20 commendations, was selected twice as the Most Outstanding Officer of the Month and received the Medal of Valor. His students have obtained the highest scores in the State on the new promotional exams.

Capt. Mike Bartuccio
Capt. Mike Bartuccio is a Senior Associate with Bernstein & Associates, Inc. He has a BA in Criminal Justice and has served since 1975 with the Winslow Township Police Department where he has served in every area of law enforcement including patrol, detective bureau, internal affairs, etc. He is a Certified Assessor and a State Certified Instructor in numerous areas of law enforcement. Capt. Bartuccio earned the highest score in the State on his Captain's exam. Capt. Bartuccio has received a considerable number of awards and commendations during his police career. His teaching areas have included 2C, Case law, Book reviews, In-Basket management, and Situational management. He is considered one of the top test preparation instructors in the country.

Robert TalalaiCapt. Robert L. Talalai
A law enforcement officer in New Jersey since 1978, Capt. Talalai has extensive experience as a police officer and correctional officer. Presently serving as the Uniform Division Commander and agency training officer for the Carteret Police Department. His law enforcement experience has included Patrol Operations, Criminal Investigations, Narcotics, Hostage Recovery, K-9, Crime Prevention and Community Relations. Capt. Talalai has received numerous commendations including the "Community Service Award" and twice "Officer of the Year." As a Bernstein student, he placed number one on his lieutenants and captains exams. He is M.O.I. certified and his teaching areas have included 2C, AG Guidelines, Case Law, Situational Management and Supervision. His presentations are dynamic and informative. Capt. Talalai is one of the top instructors in the test preparation field and has instructed extensively in all phases of the Bernstein test preparation courses.

Lt. Herb Williams
Herb Williams is a lieutenant with the Woodbridge Township Police Dept., where he has been a police officer for over twenty years. He worked as a Patrol Officer, Patrol Sergeant, and Assistant Commander of the Patrol Division. He is currently the Executive Officer of the Communications and Data Processing Division, where he oversees the Crime Analysis Unit.

Lt. Williams has had articles published in SWAT Magazine and NJ Cops, and recently had a chapter published in the training manual, Exploring Crime Analysis. He has been an instructor for Bernstein & Associates since 1994. Lt. Williams is also an adjunct instructor for the NJ Division of Criminal Justice and the International Association of Crime Analysis. He has trained police officers all over the country, and overseas as well. Lt. Williams is presently a graduate student of Public Administration at John Jay College of Criminal Justice. A new appointee to the NJ State Attorney General's Anti-Trafficking Task Force, he recently lectured members of FBI, Dept. of Defense, and CIA at Intelcon.

Herb likes to tell his classes that he is a Bernstein student because “second place is the first to lose.”

Lt. Frank Bialecki
Lt. Bialecki has served with the Voorhees Township Police Department since 1984. He has worked as a police officer, sergeant and lieutenant. He presently heads the Criminal Investigation Unit of his department and has served as a training officer in United States Navy. Lt. Bialecki has scored number 1 in his lieutenant and captains exam and is a Bernstein student. Lt. Bialecki attended the West Point staff and command school, and has been awarded the Bernard Gallagher teaching excellence award. Additionally, he is an MOI Certified Instructor.

vinceDeputy Cheif Vince Quatrone
Deputy Cheif Quatrone has worked in the law enforcement since 1990 and is currently the IAD Commander of the Lodi Police Department. He has experience in both patrol and criminal investigations. Capt. Quatrone has a master’s degree in Education at Seton Hall University and BA in Criminal Justice at Stockton College. Additionally, Capt. Quatrone has worked as a special agent for the United States Secret Service. He has served as an instructor in Bergen County Police Academy since 1995 and has been an adjunct instructor at the Passaic County Community College since 1999. His area of teaching includes Title 2C and Police Administration. Capt. Quatrone is an MOI Certified Instructor. Capt. Quatrone just recently returned from Iraq, click here for photo.

wengerSgt. Stephen Wenger
Stephen Wenger has been with the Burlington Township Police Department since 1988. He has held a variety of positions including assignments in the Street Crimes Unit and the Detective Bureau. He is currently a sergeant in the patrol division. Stephen was a Master-at-Arms First Class in the Naval Reserve and last served as the assistant training petty officer. He developed a course of instruction for the naval security officers that was accepted for post credit in the State of Florida. Stephen has a BA in criminal justice, a Masters in Education - Administration and Supervision and a Juris Doctor. Stephen is a practicing attorney in the State of New Jersey. His primary area of instruction is the New Jersey Criminal Code 2C and Constitutional Criminal Procedure.
